RULES OF PLAY

SNEFSL, Inc. is an independent softball league that uses USA Softball rules apart from other rules listed in the bylaws on the following pages.

Please Note: “USA” stands for the Amateur Softball Association.

LEAGUE POLICIES & PROCEEDINGS (Topics are arranged alphabetically.)

Adding Players to a Roster

A team may add a player to its roster at any time during the season provided that the player has paid the player fee and has signed the liability waiver form.  If the player is joining our league at any date beyond mid-season, the player fee will be reduced to fifty percent.  Players who join the league at any time prior to the mid-season mark will be expected to pay the player fee in full.  “Mid-season” shall be defined as the date when half of the scheduled regular season games have been played.

Amendments

Any league member who is in good standing with the league may propose amendments to this constitution.  The amendment will be discussed and voted upon by the board at the next scheduled meeting.  Any proposed changes to this constitution will require a two-thirds majority vote of the Board to pass.

Budget Request

Any member who is in good standing with SNEFSL Inc. may request from the Treasurer a copy of the budget, so long as

by the Board.

Bylaws Acknowledgement

Each team manager must sign an acknowledgement sheet stating that he or she has received, read, understood, and will follow the bylaws that govern league play.  Team managers must submit this sheet to the league Assistant Commissioner prior to the first game of the season.

Ejections

Any member who is ejected from a game shall not be allowed to play in the next scheduled game. If the ejection forces a team to forfeit, the usual forfeit fee will not apply to the team.  In such situations, the Board may request forfeit fees from the ejected player.

Forfeiting a Game

A team must forfeit if it cannot field/bat nine players at game time.  In the event that additional players are on their way to the field, a ten-minute grace period shall be granted.  However, once each team has at least nine players present, the game shall begin. The grace period shall only apply to the team’s first game of the day.

If a Team Manager knows in advance that his or her team will have seven or eight players, he or she can utilize the “Palmer Rule” to bring the player count to nine.

Forfeit Notification

Team managers must notify the Commissioner of the need to forfeit by 8:00 p.m. the night before a game.  Failure to do so may result in forfeit fines, whereby the team shall reimburse the league for all incurred umpire and field fees. If both teams forfeit without proper notification, they shall split the reimbursement costs.

Forfeit Results

A forfeited game shall be scored 15-0 in favor of the opposing team.  If both teams must forfeit, the game shall be scored 15 -15 and considered a loss for both teams.  (The reason for a score of 15 is so that a forfeiting team adds runs to their “runs allowed” total, which can potentially impact its playoffs seed in tie-breaking situations.)

Game Limits: Seventy Minute Rule

Games shall last up to 7 innings with no inning starting after one hour and ten minutes from the first pitch. This includes games that end with a tie score.

Game Limits: Batting Count

All batters will begin with a count of one ball and one strike.  In the event that a batter has two strikes and then proceeds to hit a foul ball, the batter will be granted a “mercy foul” (i.e. the batter does not strike out).  However, any subsequent foul ball shall count as the third strike and the batter will be out on strikes.

Game Limits: Run Ahead Rule

There is no run rule in SNEFSL, Inc.

Geographical Boundaries

SNEFSL, Inc. has no geographical boundaries.  Our league welcomes members from all regions, so long as they obey the dual league parameters set forth by iPridesoftball.

Home Run Rule (adopted at the February 2020 Winter Meeting)

Each team will be granted three home runs per game. Any home runs after that will count as an automatic out.

Home Team Designation

The A.D. will designate home teams for each week and report this on the schedule.

Ineligible Player

Any of the following conditions shall make a player ineligible to play in a game:

•   player name is not on the league roster

•   player has not paid the Player Fee

•   player has not submitted a signed Waiver of Liability form

•   player has been found to no longer be in good standing with the league

•   player is serving a suspension issued by the Board

•   player is a paid professional baseball or softball player

•   player has been ejected in the previous game

Lineup’s Late Players

Teams may begin games with nine players. Players who arrive late may be added to the lineup provided they are able to bat before the initial batter has batted for the second time. However, players who arrive late at a game must be added to the end of the lineup.

Lineup’s Number of Batters

A team may have as many extra players in its lineup as its manager desires. However, only ten players may be in the field at any given time.

Palmer Rule

A manager can pick up to two players from other teams to bring his or her player count to nine.  There will be no automatic out for the 10th position in the lineup.  The manager exercising the Palmer Rule shall make an earnest effort (phone call, voicemail, or text message) to contact the opposing teams’ managers and seek permission for the players to be added.  Note: If an opposing manager so chooses, he or she may allow the understaffed team to bring its number of players to ten.

30 Minute Rule

In the rare case when a manager learns, within twenty-four hours of game time, that he/she will be short players, he or she is obligated to make the earnest effort (as stated above) to inform the opposing managers.  However, if the opposing managers do not respond within thirty minutes, the manager in need may simply inform the league Commissioner and move forward with the players that he/she has allocated.

Pitch Arc

In our league, pitches shall be no lower than 6’, and no higher than 12’.

Player Identification

All players should have a photographic identification at the field during league games and may be asked by any board member to show such identification.

Player Injury

Teams may begin and end games with nine players. If a team is unable to substitute for an injured player in the batting lineup, the injured player's position in the batting order is bypassed and an automatic out will be recorded.  Of course, the opposing team’s manager has the right to forego this stipulation.

Player Ratings 2025

Questions 1to 4

The definition for these questions relates to the distance a ball is hit - either in the air or on the ground if it went unimpeded. If you hit a ball 200 feet and it rolls to a distance greater than 250 feet, it would be considered a high velocity hit. For example, if you hit a ball that is fielded by an infielder, the velocity depends on how far the ball would have travelled if the fielder had not touched the ball. As most fields are not marked at the distances established in these questions it can be difficult to determine the true distance of a hit ball. During regular league season games, a league might want to use cones or spray paint a demarcation line to help determine where these distances are on the field to help with who gets these questions. For hitting questions, we have determined the 20% rule or 60% rule applies to cumulative skill of this question for a player in all World Series Qualifying Games (league and NAGAA Cup) plus World Series games. Teams may provide their league, NAGAA Cup and World Series scorebooks when defending this question - providing summaries of batting stats will not be sufficient to defend this question. To protest this question, you would generally have to see this skill performed more than once. As the distance a ball is hit is usually something that is not recorded in a scorebook, the protested team may provide justification on how the player did not perform this 20% or 60% of the time. Possible measures that could be looked at are the numbers of singles, doubles, triples or home runs but this may not completely justify this question.

Question 5

On fields with 300-foot fences, this definition would apply if the ball hits the fence or goes over the fence. If in your leagues you do not play on fields with fences or you play on fields with fences greater than 300 feet you should try to use cones or a demarcation line to judge where 300 feet would be on your fields. If you play on fields with fences less than 300 feet use cones or a demarcation line beyond the fence to determine where 300 feet is. 5% threshold. The 5% rule applies to a player's performance in all World Series Qualifying Games (league and NAGAAA Cup) plus World Series games. Teams may provide their league, NAGAAA Cup and World Series scorebooks when defending this question - providing summaries of batting stats will not be sufficient to defend this question.

Question 6 to 9

The modified batting average of a player should be determined over all the World Series Qualifying Games (league and NAGAAA Cup) plus World Series games the player has plate appearances. Teams may provide their league, NAGAAA Cup and World Series scorebooks when defending modified batting average questions - providing summaries of modified batting averages will not be sufficient to defend this question. Some leagues do not play in the same Division format as they do at the World Series. For these leagues you may want to consider looking at just the stats from games against teams that are within the same Division guidelines. You may want to use iPride Softball tournament stats for the Division they play in. If a league only has one B team, for that team you may want to just use the games against the higher-level C teams. This same philosophy could be used for any interdivision league play.

Questions 10-12

The 60% rule DOES NOTAPPLY to these questions and a player must only do this once to get the question. The speed for this question is determined running from any of the 4 bases to the next base. It is not just from home to 1st or 3rd to home. It also includes runs from 1st to 2nd or from 2nd to 3rd. They must only do it at this speed one time in any of these situations to get this question. Good evidence of this could be a video so a protest committee could judge effort and speed.

Questions 13-20

The 60% rule applies to a player's performance in all World Series Qualifying Games (league and NAGAA Cup) plus World Series games. Please use as guidance the attached map that shows the distance between fielders and the distance, they would have to move to catch balls not directly hit at them. The 60% rule would be calculated looking at all the balls that the defender had to travel that distance to field. So, if a player had 10 balls hit toward them over a season that they had to move 45 feet to attempt to catch - the 60% would be applied to just those 10 balls - if they cleanly fielded 6 or more of them then they would get this question.

Questions 21-26

The 60% rule applies to a player's performance in all World Series Qualifying Games (league and NAGAAA Cup) plus World Series games. For all of the places in these questions related to throwing a distance regardless of arc or accuracy if you are able to do this one time it could be deemed you have the ability to do it 60% of the time. However, the protested team may present evidence to demonstrate how they are not able to perform the skill 60% of the time. In general, the distance of a throw from 3rd base to first is 100 feet or more. Depending on how deep the shortstop is playing that distance can be deemed to be 100 feet. Because of this we would expect most players playing in these positions have the capability to throw the ball 100 feet. For all the parts of this question that require throwing with accuracy - throwing errors should be recorded as such in the scorebook. For example, the shortstop making a throwing error to 1st base could be marked in the book as E6 (T). If these are marked in the scorebook you could calculate how many times they made the throw and how many errors were throwing to determine the 60%.

Player Punctuality

A player should be stretched and ready to play at game time.  In the extremely rare event that a player is late for a game, the following guidelines apply:

•  The player may be inserted at the bottom of the lineup, but not after the first batter in the lineup has batted a second time in the game.

•  In order for a game to count towards Playoff Eligibility, a member must be ready to play no later than the start of the second inning.  A team manager (or coach) has the right to use stricter guidelines if he or she desires.

Playoffs Eligiblity

In order to be eligible to play in the playoffs, a player must be present during at least fifty percent of his or her team’s regular season games, and all of the games must meet the “Player Punctuality” rule (see above).  The player must also have been in good standing for the games that count toward his or her attendance (i.e. a player who has been suspended from playing in a game due to poor behavior or infractions with the league may not use that game’s attendance toward his or her attendance quota.)

In the event that a player switches teams’ midseason, the player may not use his or her attendance record for the initial team as qualifying games for playoff eligibility.

(e.g. Bob Smith plays ten weeks (twenty games) for Team A and then legally switches to Team B in week eleven.  Bob Smith will not be eligible for playoffs with team B.)

Playoffs Location

The Board will select a host city for the playoffs at a mid-season board meeting.

Playoffs Schedule

The playoff schedule shall be determined by the Athletic Director and approved by the Board.  Team seeds will be based on regular season standings.

Postponements / Cancellations

The decision to postpone or cancel a game due to weather or other reasons will be made by the host team’s manager at least three hours before game time. The manager will promptly notify the Athletic Director, who in turn will notify other managers playing in that city and all scheduled umpires as well. In a situation where a decision needs to be made at game time, such decision will be made by the Athletic Director in conjunction with the umpires.

Schedule

A complete schedule of all league games will be distributed to all team managers at least one month prior to the start of league play. The schedule will list the date, time and place of each league game. Directions to the league fields will be posted on the league website.

Softballs

The ball used by SNEFSL, Inc. for all season and playoff games will be the ball approved for use by iPride softball for that year's World Series competition.

Suspension/Disqualification/Probation

Any one of the following acts is justification for the suspension or disqualification of any member or team in SNEFSL, Inc.

a. Unsportsmanlike conduct, including verbal abuse to any league member, umpire, scorekeeper, or spectator.

b. Physical violence of any kind against league members, umpires, scorekeepers, or spectators while participating as a member of the league in a practice, league or tournament competition.

c. Commission of a fraud such as playing under an assumed name, falsifying an affidavit or roster, or intentionally giving false information to league officers.

d. Participating while knowing one’s eligibility requirements for SNEFSL, Inc. have not been met.

e. Playing ineligible or disqualified players.  (This pertains to team managers.)

f.   Embezzlement of league funds.  (The Board may also press legal charges in such matters.)

g.  Engaging in cyber-bullying.  SNEFSL, Inc. follows guidelines and definitions set forth by the U.S. Department of Health and Human Services.

https://www.stopbullying.gov/cyberbullying/what-is-it/index.html

h.  Any activity that negatively impacts or reflects upon SNEFSL, Inc.

Suspension/Disqualification/Sanctions by the Board: Process

The following shall constitute the procedure for disqualifying a member of the league:

1. Any team or league member subject to disciplinary action will be first notified of possible sanctions for violations of the integrity of the league or any other rule. Notification may occur at the discretion of the Commissioner or by agreement of any three Board members and will include a description of alleged violation and a deadline for response.

2. A notified team or league member shall have at least 48 hours (or possibly longer, at the discretion of the Commissioner) to provide a documented response.

3. The Board will consider circumstances, available information and any documented responses from the notified team or league member in deliberation of any sanction for possible violation. At the discretion of the Commissioner, deliberations may be in-person, by telephone, or by e-mail.

4. The Board may vote to impose any sanction, up to and including permanent expulsion, by a majority vote of all voting board members. Any sanction imposed under this procedure is not subject to appeal.

Team Changes

Any player may transfer from one team to another with the consent of the new team's manager.  However, players should be aware of their eligibility for playoffs, as outlined in “Player Eligibility for SNEFSL, Inc. Playoffs”.

Tie-Breakers for Playoff Seeding

If two or more teams finish the regular season with identical win-loss-tie records, the following tie-breaking procedures shall be applied in order until the tie is resolved:

a. Best record in head-to-head competition among the tied teams.
b. Fewest runs allowed during the regular season, when such data is available. (Runs scored are intentionally excluded so as not to encourage teams to run up scores during uncompetitive games.)
c. Coin toss.

The team finishing with the best overall regular season record shall receive the #1 seed and shall retain home team advantage throughout the playoffs unless eliminated.

Playoff Format, Seeding, and Home Team Designation (Double Elimination)

  1. Playoff Structure
The SNEFSL playoff tournament shall consist of the teams that qualify based on regular season standings. The playoffs shall be conducted using a double-elimination bracket, meaning a team must lose two (2) games before being eliminated from championship contention.

The playoff bracket shall consist of a Winners Bracket and a Losers Bracket:

• All teams begin play in the Winners Bracket.
• Teams that lose a game in the Winners Bracket move into the Losers Bracket.
• Teams that lose a game in the Losers Bracket are eliminated from the tournament.
• The final remaining team in the Winners Bracket and the final remaining team in the Losers Bracket advance to the Championship Round.

  1. Seeding
Playoff seeding shall be determined by final regular season standings.

The team with the best regular season record shall be designated as the #1 seed, with the remaining teams seeded in descending order. Any ties in the standings shall be resolved using the league’s approved tie-breaker procedures.

  1. Playoff Format
The SNEFSL playoffs shall utilize the double-elimination structure described above.

• Teams advance through the Winners Bracket until a bracket champion is determined.
• Teams losing in the Winners Bracket move to the Losers Bracket.
• The Winners Bracket Champion and the Losers Bracket Champion advance to the Championship Round.

  1. Home Team Designation
    • The #1 seed shall be designated as the home team throughout the playoffs unless eliminated.
    • In all other matchups, the higher-seeded team shall be the home team.

Exception:
If a team advances through the playoffs undefeated, that team shall be designated as the home team for the first Championship Game, regardless of original seeding.

  1. Championship Round
    • The Winners Bracket Champion enters the Championship Round with no losses.
    • The Losers Bracket Champion enters with one (1) loss.

If the Winners Bracket Champion wins the first Championship Game, they shall be declared League Champion.

If the Losers Bracket Champion wins the first Championship Game, an “if necessary” game shall be played to determine the League Champion. Home team designation for the “if necessary” game shall be determined by coin toss, unless otherwise provided by league rules.

Umpire Payments

Umpires shall be paid at the start of each game by the league Treasurer or designee. Umpires who are officiating more than one game shall be paid before the start of the last game he or she is officiating.

Umpire Scheduling

Umpires will be secured by the Athletic Director through the local USA Softball umpiring association. One umpire shall officiate at each game unless the Board or town rules declare that two umpires shall be used.

Uniforms Jerseys

All uniforms for a team shall be alike in color, trim, and style.  A six-inch number of contrasting color shall be on the back of the shirt.  Each player is expected to maintain his or her uniform in good condition during the season.  Each player is expected to appear at each of his or her team's games in uniform.

Uniforms Cleats

No metal or screw-on hard plastic cleats are allowed.

WORLD SERIES

SNEFSL, Inc. shall participate in the iPridesoftball World Series held annually in different cities in North America.

Until SNEFSL, Inc. increases its numbers of teams, the players on the World Series team(s) will consist of those players able and willing to participate in the week-long tournament. When SNEFSL, Inc. increases its team membership, the World Series team will be comprised of the winning league team plus additional players as allowed by iPridesoftball Bylaws. The number of SNEFSL, Inc. teams allowed to participate in the annual gay softball World Series will be governed by the bylaws of iPridesoftball.

The manager for the World Series team(s) shall be determined at a midseason board meeting.

The annual entry fee for SNEFSL, Inc. World Series team(s) will be paid to iPride softball from the SNEFSL, Inc. treasury.
